linux: Add title bar for rules library (#33025)

Closes #30513

- Abstract away common wrapper component to `platform_title_bar`.
- Use it in both zed and rules library.
- For rules library, keep traffic like only style for macOS, and add
custom title bar for Linux and Windows.

Release Notes:

- Added way to minimize, maximize, and close the rules library window
for Linux.
