repl: Add ctrl-alt-enter binding to run in place (#15743)

Release Notes:

- Added `ctrl-alt-enter` keybinding for `repl::RunInPlace`
(`ctrl-option-enter` on MacOS). Keeps your screen position and cursor in
place when running any block.
