Switch our Linux aarch_64 release builds from Linux on Graviton (32
vCPU, 64GB) to Linux running on Apple M4 Pro (8vCPU, 32GB). Builds are
faster (20mins vs 30mins) for the same cost (960 unit minutes;
~$0.96/ea).

Added [rhysd/actionlint](https://github.com/rhysd/actionlint/) a static
checker for GitHub Actions workflow files.
Install locally with `brew install actionlint` the run with
`actionlint`.
Inspired by: https://github.com/zed-industries/zed/pull/34704 which
yielded this observation:
> In github actions:
> 1. strings are truthy
> 2. `${{ }}` will become a string if it doesn't wrap the whole value.
>
> So `if: false && true` becomes `false`
> and `if: ${{ false && true }}` becomes `false`
> but `if: false && ${{ true }}` becomes `"false && true"` which
evaluates true
> The reason you sometimes need `${{ }}` is because YAML doesn't like
`!`

- Change ci.yml macos_relase to target `self-mini-macos` instead of
`bundle` which was previously deprecated.

https://github.com/zed-industries/zed/pull/34704. Here's what that [job

This should result in some additional cache hits as I personally use
garnix.
Also added `-v` cachix arg to try to figure out why CI jobs aren't
pushing any paths. Right now they just show ["Pushing is
disabled."](https://github.com/zed-industries/zed/actions/runs/15293723678/job/43018512167#step:13:3)
but I'm not sure if that's due to the `pushFilter` or misconfigured
secrets.

This adds a nix CI job to build the flake in debug mode for
aarch64-darwin and x86-linux. For now this job will only run when the
`run-nix` label is added to a PR.
The CI job doesn't push to cachix for now, so every build is a clean
build.
I also added a condition to the garbage collection step so it only runs
when the nix store is >50GB.

I'll be using this to `nix run github:zed-industries/zed/nightly` and
get an up-to-date and cached nightly build.
It'll also serve as a way to warn me when the nix build is broken,
rather than having to wait for users to report it.
Eventually and depending on the build time of the nix builds, we may
want to consider putting a nix build in CI (#17458) to prevent
breakages, but for now a best-effort nightly build that doesn't block
the job if it fails is a good start.

This PR makes it so after a scheduled Nightly build we also update the
`nightly` tag to keep things in sync.
It's safe to bump the tag within this Action, as it won't trigger
another Nightly build due to GitHub's recursive Action protections:

Previous `release_nightly` workflow would trigger every night or on push
to the `nightly` tag, which means `nightly` tag wasn't always in sync
with the nightly we bundle. This change syncs the tag up with the
bundled releases.
