After redesigning all Zed icons
(https://github.com/zed-industries/zed/pull/35856), it felt like using
1.5 for stroke width didn't really flow well with the default typeface
default font weight. Reducing it to 1.2 makes the UI much sharper, less
burry, and more cohesive overall.

If the user already binds `tab`/`alt-tab`/`alt-l` to a different action
in a conflicting context and hasn't assigned a different keybinding for
`editor::AcceptEditPrediction`, we would show broken popovers with no
bindings:
Instead, they will now see an error-variant of every popover which
includes a tooltip with a short description and buttons to open the
keymap, and open a new docs section explaining the issue in detail and
how to fix it.
Note: I included the docs change in this PR because it's ok to deploy
before the release, as it also applies to existing versions.

This PR adds an info tooltip on the Welcome screen, informing users how
Vim Mode can be toggled on and off. It also adds the Vim Mode toggle in
the Editor Controls menu. This is all so that folks who accidentally
turn it on better know how to turn it off. We're of course already able
to toggle this setting via the command palette, but that may be harder
to reach for beginners. So, maybe that's enough to close the linked
issue? Open to feedback.
(Note: I also added a max-width to the tooltip's label in this PR. I'm
confident that this won't make any tooltip look weird/broken, but if it
does, it may be because of this new property).
