This practice makes it difficult to locate todo!s in my code when I'm working.
Let's take out the bang if we want to keep doing this.

This PR sorts the dependency lists in our `Cargo.toml` files so that
they are in alphabetical order.
This should make them easier to visually scan when looking for a
dependency.
