## Problem statement
I want to add keyboard navigation support to SSH modal. Doing so is
possible in current landscape, but not particularly ergonomic;
`gpui::ScrollHandle` has `scroll_to_item` API that takes an index of the
item you want to scroll to. The problem is, however, that it only works
with it's immediate children - thus in order to support scrolling via
keyboard you have to bend your UI to have a particular layout. Even when
your list of items is perfectly flat, having decorations inbetween items
is problematic as they are also children of the list, which means that
you either have to maintain the mapping to devise a correct index of an
item that you want to scroll to, or you have to make the decoration a
part of the list item itself, which might render the scrolling imprecise
(you might e.g. not want to scroll to a header, but to a button beneath
it).
## The solution
This PR adds `ScrollAnchor`, a new kind of handle to the gpui. It has a
similar role to that of a ScrollHandle, but instead of tracking how far
along an item has been scrolled, it tracks position of an element
relative to the parent to which a given scroll handle belongs. In short,
it allows us to persist the position of an element in a list of items
and scroll to it even if it's not an immediate children of a container
whose scroll position is tracked via an associated scroll handle.
Additionally this PR adds a new kind of the container to the UI crate
that serves as a convenience wrapper for using ScrollAnchors. This
container provides handlers for `menu::SelectNext` and
`menu::SelectPrev` and figures out which item should be focused next.

This PR pulls non-icon assets out of `ui::components::icon` in
preparation for icon standardization.
In the future icons will have standard names and sizes, and these image
assets won't conform to those constraints.
We can also add a `ui::components::image::Image` wrapper around the
`gpui::img` element in the future for any Zed-specific image styling we
want to enforce.

You can see in the above code we no longer need to manually specify
paths for image/icon enums like we currently do in
`ui::components::icon`.
The icon component will get this same treatment in the future, once we:
- do the design work needed to standardize the icons
- remove unused icons
- update icon names

This PR adds a `NumericStepper` component that can be used to display a
numeric value along with controls to increment, decrement, and reset the
value.
The `ApplicationMenu` has been updated to use the `NumericStepper` for
adjusting the buffer and UI font size.

Note: Due to the way we do font adjustments, once modified the reset
button will be displayed until it is clicked (or the font size
adjustment is otherwise reset). Simply returning to the original value
will currently not hide the reset button.

This PR extracts a singular title bar (`title_bar::TitleBar`) from
`ui::TitleBar` and
`collab_ui::collab_titlebar_item::CollabTitlebarItem`.
This is a first step towards organizing title bar things into one place,
and standardizing platform titlebar/window control implementations.

Adds some of the UI components to allow us to visually render settings.
These are UI only and are not functional yet (@maxdeviant will be
working on these when he is back.)

This PR continues the refinements to the `TitleBar` component.
Here are the notable changes:
- `KeyBindingDisplay` and `PlatformStyle` have been unified into a
single `PlatformStyle`.
- This provides us a consistent way for adapting UI to different
platform styles.
- `PlatformTitlebar` has been renamed to `TitleBar`.
- The `Platform` prefix was irrelevant.
- The Windows window controls have been factored out into a separate
module and have been componentized.

This reverts #9053 and #9375 because they introduced a regression on
`main` that broke the titlebars on macOS:

Two things are off:
- Left padding is missing
- Titlebar height is less than it was before, which means the
traffic-light buttons are not centered vertically
What @as-cii and I noticed while looking into this: the `cfg!(macos)`
macros that were used don't work like that. You need to check for
`cfg!(target = "macos")` etc. Means that on macOS we never used the
macOS-specific code because the condition was always false.
Overall height, we're not sure about.

This PR deletes the old `ui` and `storybook` crates in favor of their
newer variants that we'll be landing to `main` in the near future.
### Motivation
These crates are based off the old version of GPUI 2 (the `gpui2`
crate).
At this point we have since transitioned to the new version of GPUI 2
(the `gpui3` crate, currently still on the `gpui2` branch).
Having both copies around is confusing, so the old ones are going the
way of the dinosaurs.
