This gets rid of the need to pass context to all cursor functions. In
practice context is always immutable when interacting with cursors.
A nicety of this is in the follow-up PR we will be able to implement
Iterator for all Cursors/filter cursors (hell, we may be able to get rid
of filter cursor altogether, as it is just a custom `filter` impl on
iterator trait).

This PR makes it so we send up the diagnostic groups as additional data
with the edit prediction request.
We're not yet making use of them, but we are recording them so we can
use them later (e.g., to train the model).

Closes#24081
Release Notes:
- Fixed an issue where language server diagnostic codes would be converted to strings leading to errors with some language servers
We are going to use this in the multi-buffer to produce a summary for an
`Excerpt` that contains a `Range<Anchor>`.

This lets us provide a context when constructing the zero value. We need
it so we can require anchors to be associated with a buffer id, which
we're doing as part of simplifying the multibuffer API.

Per the LSP spec, we should pass .data field of diagnostics into code
action request:
```
/**
* A data entry field that is preserved between a
* `textDocument/publishDiagnostics` notification and
* `textDocument/codeAction` request. *
* @since 3.16.0 */ data?: LSPAny;
```
Release Notes:
- Fixed rare cases where a code action triggered by diagnostic may not
be available for use.
This fixes#10177 by sending along the correct diagnostics when querying
the language server for diagnostics for a given cursor location.
Turns out that `gopls` takes the `range`, `source`, `message` of the
diagnostics sent along to check whether it has any code actions for the
given location.
Release Notes:
- Fixed "quickfix" code actions that were based on diagnostics not
showing up in Go files.

This PR cleans up a handful of references in doc comments in the
`language` crate so that `rustdoc` will link and display them correctly.

This lets us use `next` or `prev` to decide whether to park the cursor
at the first or last filtered item.

Render primary message above the excerpt and supporting messages as block decorations with a `Below` disposition. This is still super rough.
