This PR removes the `ids` query parameter from the `GET /extensions`
endpoint, as we don't use it.
We originally added the query parameter in #9929 to facilitate
auto-updates. However, it was superseded by the `GET
/extensions/updates` endpoint in #10052.
There shouldn't be any Zed versions out in the wild that are using the
`ids` query parameter, as we added the endpoint on Thursday, March 28,
and replaced its usage with the new endpoint on Monday, April 1, before
the next Zed release.

This PR updates the background task used to fetch extensions from the
blob store to account for the possibility that the result set will be
paginated.
Will now paginate through all of the results and collect them up before
proceeding to determining which extensions need to be synced.

This will throw off the past results for accepted / dismissed that I was
wanting to use to evaluate Supermaven quality, by comparing its rate
with copilot's rate.
I'm not super thrilled with this fix, but I think it'll do. In the
`supermaven_completions_provider`, we check if there's a `completion_id`
before sending either an accepted or discard completion event. I don't
see a similar construct in the `copilot_completions_provider` to
piggyback off of, so I begrudgingly introduced
`should_allow_event_to_send` and had it follow the same pattern that
`completion_id` does. Maybe there's a better way?

This PR fixes a bug where the constraints provided when downloading the
latest version of an extension were not being read properly.
These constraints are passed in the query string, but `collab` was
attempting to read them from the path.
This should fix https://github.com/zed-industries/zed/issues/10484, once
it is deployed.

This PR modifies the extension installation and update process to
respect version constraints (schema version and Wasm API version) to
ensure only compatible versions of extensions are able to be installed.
To achieve this there is a new `GET /extensions/updates` endpoint that
will return extension versions based on the provided constraints.

This PR extracts the `SemanticVersion` out of `util` and into its own
`SemanticVersion` crate.
This allows for making use of `SemanticVersion` without needing to pull
in some of the heavier dependencies included in the `util` crate.
As part of this the public API for `SemanticVersion` has been tidied up
a bit.

This PR extends the extension API with some additional features to
support auto-updating extensions:
- The `GET /extensions` endpoint now accepts an optional `ids` parameter
that can be used to filter the results down to just the extensions with
the specified IDs.
- This should be a comma-delimited list of extension IDs (e.g.,
`wgsl,gleam,tokyo-night`).
- A new `GET /extensions/:extension_id` endpoint that returns all of the
extension versions for a particular extension.
Extracted from #9890, as these changes can be landed and deployed
independently.

This fixes an error where we were failing to sync extensions from the
blob store because of the presence of one invalid extensions
(`gentle-dark`), which was missing the `authors` field in its manifest.

Fix initialization of minio to happen on service start instead of
bootstrap,
don't log errors if extensions are empty or if clickhouse is disabled

This lets us run rustc_demangle on the backtrace, which helps the Slack
view significantly.
We're also now uploading files to digital ocean's S3 equivalent (with a
1 month expiry) instead of to Slack.
This PR paves the way for (but does not yet implement) sending this data

This PR adds a REST API to the collab server for searching and
downloading extensions. Previously, we had implemented this API in
zed.dev directly, but this implementation is better, because we use the
collab database to store the download counts for extensions.
