Follows-up the change in
https://github.com/zed-industries/zed/pull/22346 to consider the case
where the assistant-panel is disabled via settings (as also noted in
[this
comment](https://github.com/zed-industries/zed/pull/22346#issuecomment-2558372412),
Notably, only the explicit case is considered here. Can extend this
change to also cover the implicit case where the button is disabled if
requested.).
Currently, if the user toggles the right dock, the assistant panel will
be shown even if it is disabled via settings, because it has the highest
priority (see
https://github.com/zed-industries/zed/pull/22346#issuecomment-2564890493).
With this change, the assistant panel is no longer activated when
disabled and the dock with the next highest activation order is
activated instead.
I did not opt in to make the priority configurabe, as I agree with
https://github.com/zed-industries/zed/pull/22346#issuecomment-2564890493
that this will most likely rarely be used (the active panel is only none
on the first toggle of the dock, afterwards it remains set for the
remainder of the session).

Exposes a new "edit files" tool that the model can use to apply
modifications to files in the project. The main model provides
instructions and the tool uses a separate "editor" model (Claude 3.5 by
default) to generate search/replace blocks like Aider does:

The search/replace blocks are parsed and applied as they stream in. If a
block fails to parse, the tool will apply the other edits and report an
error pointing to the part of the input where it occurred. This should
allow the model to fix it.

outdated action name ("new context") which causes confusion given the
panel says "New Chat".

There's still a bit more work to do on this, but this PR is compiling
(with warnings) after eliminating the key types. When the tasks below
are complete, this will be the new narrative for GPUI:
- `Entity<T>` - This replaces `View<T>`/`Model<T>`. It represents a unit
of state, and if `T` implements `Render`, then `Entity<T>` implements
`Element`.
- `&mut App` This replaces `AppContext` and represents the app.
- `&mut Context<T>` This replaces `ModelContext` and derefs to `App`. It
is provided by the framework when updating an entity.
- `&mut Window` Broken out of `&mut WindowContext` which no longer
exists. Every method that once took `&mut WindowContext` now takes `&mut
Window, &mut App` and every method that took `&mut ViewContext<T>` now
takes `&mut Window, &mut Context<T>`
Not pictured here are the two other failed attempts. It's been quite a
month!

This PR dedupes the construction of the `PromptBuilder`.
Previously this was constructed by both `assistant` and `assistant2`,
but now we construct it outside and pass it in.

"Matches multiple schemas when only one must validate" warning in
`settings.json`.

The `/fetch` command is naturally already accessible via the completion
menu when you type / in the assistant panel, but it wasn't on the "Add
Context" command selector. I think it should! It's a super nice/powerful
one, and I've seen folks not knowing it existed. Side-note: maybe, in
the near future, it'd be best to rename it to "`/web`, as that's an
easier name to parse and assume what it does.

This PR factors the tool definitions out of the `assistant` crate so
that they can be shared between `assistant` and `assistant2`.
`ToolWorkingSet` now lives in `assistant_tool`. The tool definitions
themselves live in `assistant_tools`, with the exception of the
`ContextServerTool`, which has been moved to the `context_server` crate.
As part of this refactoring I needed to extract the
`ContextServerSettings` to a separate `context_server_settings` crate so
that the `extension_host`—which is referenced by the `remote_server`—can
name the `ContextServerSettings` type without pulling in some undesired
dependencies.

`language_model_selector` crate so that it can be reused in

modular.
The `extension` crate now contains an `ExtensionHostProxy` that can be
used to register various proxies that the extension host can use to
interact with the rest of the system.
There are now a number of different proxy traits representing the
various pieces of functionality that can be provided by an extension.
The respective crates that provide this functionality can implement
their corresponding proxy trait in order to register a proxy that the
extension host will use to register the bits of functionality provided
by the extension.

## Summary
This PR introduces a new slash command `/selection` to enhance the
usability of the assistant's quote selection feature.

function to achieve the same effect as the existing `assistant: quote

This PR depends on #19547
This PR adds support for tools from context servers. Context servers are
free to expose tools that Zed can pass to models. When called by the
model, Zed forwards the request to context servers. This allows for some
interesting techniques. Context servers can easily expose tools such as
querying local databases, reading or writing local files, reading
resources over authenticated APIs (e.g. kubernetes, asana, etc).
This is currently experimental.
Things to discuss
* I want to still add a confirm dialog asking people if a server is
allows to use the tool. Should do this or just use the tool and assume
trustworthyness of context servers?
* Can we add tool use behind a local setting flag?

Some notes:
- You can put the cursor on the start or end line with triple backticks,
it doesn't actually have to be inside the block.
- Placing the cursor outside of a code block does nothing.
- Code blocks are determined by counting triple backticks pairs from
either start or end of buffer, and nothing else.
- If you manually select something, the selection takes precedence over
any code blocks.

- Added the ability to copy surrounding code blocks in the assistant
panel into the clipboard, or inserting them directly into the editor,
without manually selecting. Place cursor anywhere in a code block
(marked by triple backticks) and use the `assistant::CopyCode` action
(`cmd-k c` / `ctrl-k c`) to copy to the clipboard, or the
`assistant::InsertIntoEditor` action (`cmd-<` / `ctrl-<`) to insert into
editor.

This PR adds a tool registry to hold tools that can be called by the
Assistant.
Currently we just have a `now` tool for retrieving the current datetime.
This is all behind the `assistant-tool-use` feature flag which currently
needs to be explicitly opted-in to in order for the LLM to see the
tools.
