We are going to use this in the multi-buffer to produce a summary for an
`Excerpt` that contains a `Range<Anchor>`.

This lets us provide a context when constructing the zero value. We need
it so we can require anchors to be associated with a buffer id, which
we're doing as part of simplifying the multibuffer API.

Per the LSP spec, we should pass .data field of diagnostics into code
action request:

Release Notes:
- Fixed rare cases where a code action triggered by diagnostic may not
be available for use.
This fixes#10177 by sending along the correct diagnostics when querying
the language server for diagnostics for a given cursor location.
Turns out that `gopls` takes the `range`, `source`, `message` of the
diagnostics sent along to check whether it has any code actions for the
given location.

This PR cleans up a handful of references in doc comments in the
`language` crate so that `rustdoc` will link and display them correctly.
