windows: Remove the use of DispatcherQueue and fix FileSaveDialog unresponsive issue (#17946)
Closes #17069, closes #12410


With the help of @kennykerr (Creator of C++/WinRT and the crate
`windows-rs`, Engineer on the Windows team at Microsoft) and @riverar
(Windows Development expert), we discovered that this bug only occurs
when an IME with a candidate window, such as Microsoft Pinyin IME, is
active. In this case, the `FileSaveDialog` becomes unresponsive—while
the dialog itself appears to be functioning, it doesn't accept any mouse
or keyboard input.

After a period of debugging and testing, I found that this issue only
arises when using `DispatcherQueue` to dispatch runnables on the UI
thread. After @kennykerr’s further investigation, Kenny identified that
this is a bug with `DispatcherQueue`, and he recommended to avoid using
`DispatcherQueue`. Given the uncertainty about whether Microsoft will
address this bug in the foreseeable future, I have removed the use of
`DispatcherQueue`.

Copy/paste images into editors (Mac only) (#15782)

we'll come back to that one after landing this one.

Release Notes:

- You can now paste images into the Assistant Panel to include them as
context. Currently works only on Mac, and with Anthropic models. Future
support is planned for more models, operating systems, and image
clipboard operations.

windows: Fix some weird IME window panic (#15286)
Previously, we used messages greater than `WM_USER` to pass information
between `WindowsPlatform` and `WindowsWindow`. For example, to close a
window, we handled it as follows:
1. The window sends a message with `WM_USER + 2` to `WindowsPlatform`.
2. `WindowsPlatform`, upon receiving this message, casts the `lparam` to
`HWND` and closes the window.

According to Microsoft's documentation, it is safe to use values between
`WM_USER` and `0xBFFF` as messages. However, certain versions of
Microsoft's IME use `WM_USER + 2` for UNKNOWN purposes. This causes step
2 to be erroneously triggered. The IME window's `lparam` value could be
arbitrary, leading to an attempt to close an arbitrary `HWND` and
resulting in errors.

It is quite surprising that Microsoft indicates using `WM_USER + 2` is
safe, yet Microsoft itself breaks this convention. I mean, well done
Microsoft!

This PR addresses the issue by using the `wparam` with a specific random
value for validation purpose when sending the aforementioned message.
Before `WindowsPlatform` attempts to close the window, it will first
verify the `wparam` value.

Make CosmicTextSystem Linux-only (#14728)
Since `WindowsDispatcher` requires a minimum Windows version of Windows
10 Fall Creators Update (10.0.16299), and the `alacritty_terminal`
dependency relies on conPTY, an API introduced in the same version,
additionally, `DirectWriteTextSystem` also relies on Windows 10 Fall
Creators Update (10.0.16299), so it seems reasonable to make
`CosmicTextSystem` Linux-only. And we can use `DirectWriteTextSystem` on
the Windows platform exclusively. I hope this approach makes sense.

linux: Implement local time zone support (#14610)
I decided to remove the GPUI APIs since `chrono` already provides this
functionality, and is already been used for this purpose in other parts
of the code (e.g.
[here](80402a6840/crates/zed/src/main.rs (L756))
or
[here](80402a6840/crates/ui/src/utils/format_distance.rs (L258)))

These usages end up calling the `time_format` crate, which takes in a
`UtcOffset`. It's probably cleaner to rewrite the crate to take in
`chrono` types, but that would require rewriting most of the code there.

Pull app / OS info out of GPUI, add Linux information, make fallible window initialization (#12869)

windows: Make "Reveal in Finder" always open the file explorer (#12207)
At the current moment, the "Reveal in Finder" behavior on Windows
"opens" the file using direct execution. This causes files to be opened
with whatever software they are associated with (i.e. will open Sublime
Text instead of the file explorer).

Release Notes:

- Fixed "Reveal in Finder" on Windows to open with the File Explorer.
The new behavior always opens the file explorer with the target
folder/file pre-selected.

windows: Use DwmFlush() to trigger vsync event (#11731)
Currently , on Windows 10, we used a `Timer` to trigger the vsync event,
but the `Timer`'s time precision is only about 15ms, which means a
maximum of 60FPS. This PR introduces a new function to allow for higher
frame rates on Windows 10.

And after reading the codes, I found that zed triggers a draw after
handling mouse or keyboard events, so we don't need to call draw again
when we handle `WM_*` messages. Therefore, I removed the
`invalidate_client_area` function.

windows: Better dispatcher (#11485)
This PR leverages a more modern Windows API to implement
`WindowsDispatcher`, aligning its implementation more closely with that
of the `macOS` platform. The following improvements have been made:

1. Similar to `macOS`, there is no longer a need to use `sender` and
`receiver` to dispatch a `Runnable` on the main thread.
2. There is also no longer a need to use an `Event` for synchronization.
3. Consistent with #7506 and #11269, `Runnable` is now executed with
high priority.

However, this PR raises the minimum Windows version requirement of
`GPUI` to Windows 10, specifically Windows 10 Fall Creators Update
(10.0.16299). However, the `alacritty_terminal` dependency in Zed relies
on `conPTY` on Windows, an API introduced in the Windows 10 Fall
Creators Update. Therefore, the impact of this PR on Zed should be
minimal. I'd like to hear your voices about this PR, especially about
the minimum Windows version bumping.

linux: Store binary path before restart to handle deleted binary file (#11568)
This fixes restart after updates not working on Linux.

On Linux we can't reliably get the binary path after an update, because
the original binary was deleted and the path will contain ` (deleted)`.

See: https://github.com/rust-lang/rust/issues/69343

We *could* strip ` (deleted)` off, but that feels nasty. So instead we
save the original binary path, before we do the installation, then
restart.

Later on, we can also change this to be a _new_ binary path returned by
the installers, which we then have to start.

Refactor Windows platform implementation (#11393)
This aligns the Windows platform implementation with a code style
similar to macOS platform, eliminating most of the `Cell`s and
`Mutex`es. This adjustment facilitates potential future porting to a
multi-threaded implementation if required.

Overall, this PR made the following changes: it segregated all member
variables in `WindowsPlatform` and `WindowsWindow`, grouping together
variables that remain constant throughout the entire app lifecycle,
while placing variables that may change during app runtime into
`RefCell`.

Edit: 
During the code refactoring process, a bug was also fixed.

windows: Introduce Direct Write (#10119)
This PR brings `Direct Write` to Zed. Now, Zed first trys to query
dwrite interface, if not supported, which means runing on Windows below
win10 1703), will choose `cosmic` as a fallback text system.

This direct write text system supports:
- Full font features support
- Emoji support
- Default system fonts as fallback

Extract SemanticVersion into its own crate (#9956)
This PR extracts the `SemanticVersion` out of `util` and into its own
`SemanticVersion` crate.

This allows for making use of `SemanticVersion` without needing to pull
in some of the heavier dependencies included in the `util` crate.

As part of this the public API for `SemanticVersion` has been tidied up
a bit.

Now, the window activation event can be triggered correctly. As shown in
the video, when the window is activated, the caret blinks; when the
window loses activation due to me clicking on the PowerShell window, the
caret stops blinking.

windows: display icon (#9571)
Now `Zed` can display icons. The image below shows the icon of the
`zed.exe` file and the icon in the right-click properties.

I used the `crates\zed\resources\app-icon@2x.png` file to generate the
`.ico` file. Due to some blank space around the logo in the original
file, the logo appears slightly smaller on Windows compared to other
software.

The current `.ico` file contains logo files of multiple sizes: 16x16,
